U.S. stocks surge; all Dow components post gains

NEW YORK
U.S. stocks rallied at midday Thursday, as some investors expressed hope
that strong overnight gains in Asian equities markets point to an end to
the weakness that rattled global stock exchanges last week.

Paulson: China should open banks to foreign control

WASHINGTON
China should open its financial sector to foreign competition, including
allowing foreign ownership of its banks, U.S. Treasury Secretary Henry
Paulson said Thursday in a speech in China.
