China says half of stimulus budget spent to date

China's Ministry of Finance says about 591.2 billion yuan ($86.5
billion) has been spent on infrastructure and reconstruction works so
far, representing roughly half of the funds committed to under a
two-year emergency stimulus package outlined in November.
